Update July 2006

A new village sports pavillion

Acting in partnership with the Parish Council, the Parish Plan Working Group recently convened a meeting of parishioners interested in the future community use of the village sports pavilion.

Present were representatives of the Parish Council, Parish Plan Working Group, Barton Stacey Football Club, Cygnets, Jazz Band, Whist Club, Rock Band, Village Players, VIPs, Yoga, Learning to Dance, Duke of Edinburgh’s Award, Judo, local Parents.

Aim

  1. To discuss increased community use of the Sports Pavilion.
  2. To discuss ways in which the current facility can be made fit for purpose.
  3. To ascertain the future needs of local groups and potential users of the building.

Discussion points

  1. There was general agreement that demand for meeting facilities outstripped the capacity of the village hall and there was undoubted potential in increased use of the pavilion for meetings and activities.
  2. In some cases, the space available in the village hall was inadequate and more was required not only for some current groups to work but also for storage.
  3. It was felt that the restrictions on hall availability may be hampering the formation of new groups from the community.
  4. Increased use of the pavilion would entail certain considerations;
    • Renovating the present building and providing increased storage facilities.
    • Moving the present building to a new site and providing a car park.
    • Building anew one with attendant infrastructure – a 5-10 year project.
    • The latter course would prolong the present capacity problems for parish groups.

Discussion at the site clarified the following points;

  • The current building was dilapidated, cold in winter and lacked storage facilities – its present condition did not meet the needs of potential users.
  • Renovation including additional storage, a false ceiling, upgraded heating, a reconditioned floor and internal physical changes would be expensive and not cost-effective over the short term life of the current building.

Conclusions

  1. The meeting was unanimous in agreeing to propose the development of a new Sports Pavilion which would be able to accommodate all parish sports-related groups and provide additional community meeting facilities.
  2. It was recognised that this process would take 5 to 10 years and would entail grant funding applications and community support for fundraising.
  3. Whilst groups were prepared to wait for a new facility, it was also proposed that the current building could be partially insulated and heated for limited winter use, particularly by the “bands”.
  4. The Parish Plan Working Group Chair agreed to develop a business plan for the new Sports Pavilion Project to be published with the Parish Plan document in December 2006.
  5. Work on building design, cost, funding and further community consultation would begin and an interim progress report would be provided for the Parish Council by the end of September. The community will be informed through the Dever News, the Green “Un”, the village website and local noticeboards.
