Minutes of a meeting of Barton Stacey Parish Council held on Tuesday 16th October 2007 at Barton Stacey Village Hall. 1. PUBLIC PARTICIPATION Nicholas Prideaux spoke about concerns regarding a possible increase in traffic through Barton Stacey should the proposed warehouse at Andover Airfield be granted planning permission and asked that the parish council seek to restrict these lorries from making use of the road through the village. To be addressed as an agenda item at the next meeting. 2. APOLOGIES None. 3.APPROVAL OF MINUTES Following addition of ‘and Kings Elms’ and ‘Quality of maintenance’ to item 6 and amendment of the comment by Cllr Lovell in Item 8 to read ‘Why had a draft not been returned to the parish for approval prior to adoption’ it was proposed by Cllr Coetzee and seconded by Cllr Goodall that the minutes of 18th September be accepted. Amended copy to be filed for signature at the next meeting and circulated to all. 4. ROLLING ACTION PLAN AND MATTERS ARISING Items discussed as detailed. 5. FINANCE a) Monthly Financial Report was presented, showing a final balance of £21,597.58 following receipt of bank interest of 31.11 from Unity Trust Bank and with one uncleared cheque pf 30.80. It was noted that there was additional interest of 44.79 due from Alliance and Leicester, transfer of which had been requested. The monthly account was unanimously approved. b) Initial consideration was given to the proposed draft budget. It was agreed unanimously that the ring-fenced funding for street lighting be increased to £1,000.00 , and proposed by Cllr Gibson and seconded by Cllr Drinkwater that a sum of £1,000.00 also be ring-fenced to assist in the furtherance of the ten year plan arising from the Parish Plan. This was supported by 6 votes with one abstention. An amended copy of draft budget to b e circulated for final consideration at November meeting to determine 2008/9 precept. c) The funds ring-fenced against purchase of land were to be left in place for the immediate future, until the current situation became clearer and confirmation was received over the apparent sale of the land on Ebay. 6. COUNCILLORS ISSUES Cllr Coetzee: noted the damage to in the road on the left hand bend past Wades House and also the poor surface of the road through Barton Stacey at the junction with A30. Cllr Wreglesworth: had received a complaint regarding possible change of use of a garage in Gravel Lane. Complainant to be advised and planning regulations checked. Cllr James: noted that the hedge in Gravel Lane was partly obscuring the new light in place there. Clerk to ask Chris de Cani to cut down either side to clear light. Cllr Lovell: passed stickers to Chairman intended for sticking on wheelie bins which requested traffic to slow down. She noted the concern expressed by residents in Roberts Road over perceived speeding and the anxiety expressed over a possible future fatality. Clerk to request written confirmation of findings of earlier police speeding investigation. She had attended the HAPTC AGM and details of two resolution voted on were enclosed with correspondence to be circulated. She also had to hand Halloween notices for circulation and it was noted that these could be of particular interest to members of the Tuesday Club. Details to be emailed to Clerk. Finally notice had been received that Test Valley was now included in the Blue Tongue Restriction Area, which would restrict any transportation of livestock outside the restriction zone. She asked that the parish council formally acknowledged the difficulties being experienced by the farming community and offered support where and when it was able. Cllr Goodall reported the lack of action over potholes which had been marked for repair on Crook and Shears Lane, Bransbury. Clerk to add to list of roads to be viewed. He also noted that both ends of the road through Barton Stacey, as well as approach through Bransbury off A30 were signed for 6’ 6” vehicle width limit, and he thought the same applied to the Lane from Bullington. which should be re-inforced to aid avoidance of heavy lorries associated with the Andover Airfield Development. He noted than a young ash tree was growing in the centre of the play area for small children and recommended its removal. Clerk to speak with Tree Officer at TVBC to progress. 7. PLAYGROUND (a) The annual playground report had been studied and there appeared little to concern the parish council, however Cllr Goodall asked for the opinion of parish councillor and Cllr Wreglesworth volunteered. (b) A quotation for painting of equipment was awaited and a decision on a choice of waste bins had not been made. To remain on agenda for next meeting. (c) New equipment organised by Cygnets had been successfully installed and a letter of congratulations sent to Alex Harrison. 8. STREET LIGHTING It was reported that the definition of “apparatus on adopted highway” was aimed at any lighting which did not illuminate public pathways or the public highway – therefore all lighting for which the parish council was responsible should fall within the necessary criteria. Until precise costings were available, nothing further could be decided. 9. BUSINESS AND LEISURE MAP (a) Cllr Wreglesworth highlighted the benefits of the business and leisure map, suggested that a sub-committee should be formed to progress it and noted that the quotation for printing the maps was £2000. The clerk had received details of a small grants scheme for which there would be a deadline Feb/March 2008 and would pass on details to Cllr Wreglesworth. To be further discussed at the November meeting. 10. IMPROVING COMMUNICATION To be considered at November meeting. 11.PARISH MATTERS (a) Tree planting. Still under review. (b) Village Car Parking. There was little action which could be taken at present – clerk to pursue possible new site and establish views of Planning Department if successful. (c) Recycling: Cllr Lovell produced a summary of the latest recycling survey which was included in the correspondence pack for circulation and the matter would be further discussed at the next meeting. Previous correspondence with HCC indicated that the Panhandle was not adopted land, but was included in the land leased from the MOD annually. (d) A C Building had surveyed the pavilion floor and had produced an evaluation of the problem. It was agreed that they should be asked to quote for this work and that one other quotation should be obtained for comparison. To be submitted by 10th November. Clerk to arrange. 12.AFFORDABLE HOUSING A report still awaited from Southern Water on the easement required for mains water pipe across site after which plans/drawings will be circulated. Hyde Housing have asked TVBC Planning to involve Barton Stacey Parish Council in the preparation of 106 Agreement. 13. PLANNING MATTERS (a) Applications, 07/02556/FULLN and 07/02491/FULLN for erection to two dwellings on the site of Avoca and for erection of a single detached garage had been returned with No comment. (b) Planning application 07/02800/CA|WN had been received for demolition of Avoca and would be returned with No objection. (c) Papers were circulated to aid understanding of the planning process for the parish council. Planning training session attended by Cllr James had been useful, that attended by Cllrs Coetzee and Lovell and the Clerk had been less so and had been hi-jacked by objectors to the Andover Airfield development. (d) Formation of Planning Committee to be considered at the November meeting 14. CHAIRMAN’S INITIATIVES/CORRESPONDENCE (a) Anti litter posters and coasters had been received and the Chairman would distribute. (b) A request from the Mayor for 2 minutes silence to commemorate Remembrance Sunday at 11 a.m. on 11th November had been received. It was noted the difficulty regarding the stopping of youth football matches played at that time. (c) Andover Library would be closed from 19th November 07 to 19th January 08 for re-decoration. It was understood that Winchester library was closed at the same time. Clerk to put notice on website (d) Paper for next Transport Forum on 30th October had been forwarded to Terry Dewey. (e) National Grid had requested details of events taking place locally from April to October 2008 so that disruption can be avoided during construction work. (f) Cllr Lovell reported needs for volunteers for Tuesday after-school club for Andover Young Carers 3.30 – 6.30 , Churchill Bungalow, Admirals Way, Andover. There being no further business, the meeting closed at 10.10 pm The date of the next Parish Council meeting will be Tuesday 20th November 2007. |
