Minutes of a meeting of Barton Stacey Parish Council held on Tuesday 20th February 2007 at Barton Stacey Village Hall. Opening the meeting, the Chairman commented on the noise from the floor disrupting the previous meeting and pointed out this would not be tolerated at future meetings. Cllr Sherwood regretted the necessity for the email on this subject. Public Participation Mrs Lovell spoke briefly on co-option of councillor at previous meeting, production of Village Design Statement, attendance of council representative at Hyde Housing Association meetings with architect, and consultation of Council business calendar. APOLOGIES Cllrs Glenister, Goodall, Slaughter and Borough Councillor Neal 1.APPROVAL OF MINUTES Approval of minutes of the meeting of 16th January following amendment of Mr to Mrs regarding Cllr Drinkwater was proposed by Cllr James and seconded by Cllr Gibson and accepted unanimously. Approval of Minutes of Extraordinary meeting of 5th February on the subject of Affordable Housing was proposed by Cllr Drinkwater, seconded by Cllr Gibson and approved by all present. 2. ROLLING ACTION PLAN Items were discussed as detailed. 3. FINANCE The monthly financial report was presented and approved.. Interest of £47.78 had been received, and cheques were required for £754.57 for HCC Street Lighting, for £106.86 for Southern Electric and £204.00 for HAPY Affiliation Fee and NALC Levy., leaving a balance of £12,513.35. 4. COUNCILLORS ISSUES Cllr Drinkwater noted for information that Rob Norman had written to the police regarding excessive speeding of traffic through the village. Past council efforts to prove speeding had been unsuccessful but the situation would continue to be monitored. Cllr Hebden (a) A communication had been received from Cllr Glenister regarding installation of a Clothing Bank in the village , funds arising from which would assist the Hampshire Air Ambulance. Clerk to obtain further information on possible costs and local involvement for discussion at next meeting. (b) Copies of excellent Ofsted reports for Primary School and local Play School were available for circulation to councillors – the Primary School having been designated ‘outstanding’ and the Play Group ‘good’. A letter of congratulations to be sent to both. (c) Action had been taken following complaint from School Head Teacher that broken glass from bottle banks was being constantly thrown into the school grounds for the caretaker to sweep up. Consideration was given to moving the recycling centre to the public house car park – with a survey by TVBC – but a majority of councillors had felt that with every effort made to keep the bins locked and inaccessible, they should remain where they are for the time being. Alternative sites to be considered as an Agenda Item at the next meeting. Possible funding available for concrete base. 5. ANNUAL PARISH MEETING AND PARISH COUNCIL AGM It was agreed that subject to availability of the Village Hall the Annual Parish meeting would be held on Tuesday 1st May 2007 and the Parish Council Annual General Meeting would take place on Tuesday 15th May 2007, being the first meeting after the forthcoming elections on May 3rd. Clerk to confirm to all councillors. 6. CONSULTATION ON DOG CONTROL ORDERS It was agreed that it be recommended that the childrens’ play area be clearly noted as an exclusion zone and that the churchyard should be designated as an area on which dogs should be kept on leads. Clerk to send recommendations to TVBC. 7. PARISH MATTERS a) Parish Plan Final draft should be available shortly. It had been agreed by the Parish Plan Committee that following completion of the Parish Plan a Village Design Statement should be produced. b) Affordable Housing Since the Extraordinary Meeting when it had been agreed to circulate a flyer throughout the village on the possibility of building ten properties and not eight, the Chairman reported that further information had come to light. Original grant had been for six properties and extra funding had been gained to increase this to eight. Should ten then be requested, yet more funding would have to be sought which could delay or jeopardise the original scheme. Also architects are already working on sketch plan for 8 properties. In light of this it was proposed by Cllr Hebden and seconded by Cllr Sherwood that the proposed flyer should not be circulated and agreed unanimously. 8. PLANNING ISSUES a) Dever Spring Trout Fishery Appeal A response had been received from TV BC regarding the lack of information forwarded for this appeal, said to stem from non-attendance at the appeal, despite being informed that all previous comments made would be taken into consideration. It was agreed that in future Appeals should be attended or fresh comments made specifically. b) Brinks Cottage – erection of log cabin/pool house 07/00250/FULLN No objection but Clerk to ask TVBC if it is within Barton Stacey Parish or Chilbolton Parish as half of this property falls within their parish boundary. c) Cocum Farm Grainstore at Cocum Farm 07/00407/FULLN. No objections 10. CHAIRMAN’S INITIATIVES/CORRESPONDENCE a) Communication had been received regarding change of times for visit of Mobile Police Office. It will now be at the Village Shop Car Park from 1700 hrs to 1900 hrs on the 2nd Monday of each month. Information and contact details to be put on website. b) A survey had been received for completion by one councillor (Cllr James) and Clerk from Standards Board. c) Information received about 3 local events: Andover Operatic Society – Civic/Patrons night, 2nd May; Countess of Brecknock Hospice trust Organ Concert, 17th March; and Mayoral Masked Ball on 14th April. d) Date of annual Fun Run confirmed for 29th April. e) During Chairman’s absence on holiday Cllr Sherwood volunteered to check children’s playground for cleanliness. There being no further business the meeting closed at 8.30 p.m. The next monthly parish Council meeting will be held on Tuesday 20th March 2007 commencing at 7.30 p.m. Annual Parish Meeting in Village Hall at 7.30, Tuesday 1st May. |
