Minutes of a meeting of Barton Stacey Parish Council held on Tuesday 17th October 2006 at Barton Stacey Village Hall.

Before commencement of the meeting a two minute silence was observed in memory of Cllr Richard Lovell.

Public Participation

Mr Tim Savage, newcomer to the village, expressed his concern at the speed with which vehicles drive through the village, and the signage relating to speed limits, in particular on the road towards the A303, where 30 mph limit stopped too soon. His opinion was it should be extended to the other side of the bridge, keep speed down to allow for safer reasonable access into Roberts Road. To be discussed as Agenda Item at next meeting.

1.APPROVAL OF MINUTES

It was proposed by Cllr Glenister and seconded by Cllr James that the minutes be accepted.

2. ROLLING ACTION PLAN

Items were discussed as detailed.

3. FINANCE

The monthly financial report was presented and approved. Interest of 38.18 had been received together with 2nd half precept of £7,500.00. A BACS payments had been made to Test Valley Gardencare (270.00) and a cheque written for contribution to Firework Fund of £50 leaving a balance of £17,801.68. Of this £3,100 was ring-fenced for land and £500 towards street lighting, both amounts to be listed in future as special capital projects.

An invoice was received from Test Valley Gardencare while the Clerk was on holiday and on her return she had received a claim for £30 in respect of late payment. Details of terms of payment on contract and summary of payments made required before authorisation.

4. COUNCILLORS ISSUES

Cllr Sherwood

Reported that tents had been erected in fields behind the school, but were removed when police were called by a resident. Also that the free-standing green wheelie bin sited with the bottle banks etc at Roberts Road had gone missing. Clerk to report.

Cllr James

Asked if there was a further grass cut due on the recreation ground as in the present weather the grass was continuing to grow. If final cut had been made another would be required before the end of the season. – preferably before Firework display. Clerk to determine.

Cllr Goodall

Raised the question of Affordable Houses and likely profile of tenants, highlighting the plight of long term estate employees reaching retirement and wishing to remain in the village It was presumed they had completed the recent survey and future plans would be tailored to requirements, taking into account numbers of pensioners and families.

Cllr Glenister

Complimentary comments had been made in appreciation of early publication of Draft Minutes.

He also asked if it was considered that notices of events (ie Public Meeting) published on the website, on all notice boards in the village and in the shop were deemed sufficient for residents of the village. Unanimously agreed it was.

5. RECREATION GROUND – Tree Surgery

The receipt of the awaited quotation from Woodlands had confirmed that the cheapest price was from Tree Technique and they had been contracted to carry out the work, having checked that insurance for tree felling was in place. They would liaise with TVBC regarding any necessary road closure, the work would be carried out 7th, 8th and 9th of November, and the play school had been advised. Also a letter sent to TVBC confirming that on those dates the ailing sycamore would be felled.

6. AFFORDABLE HOUSING

Cllr Glenister presented a summary of the recent survey on affordable housing held in the village. Over 300 forms had been delivered to every residence, and some placed in the shop. There were 104 responses representing the views of 232 electors and 32% of electorate responded.

Of these 59% expressed support for Site 2A, 58% expressed opposition to any other site, 21% expressed opposition to Site 2A. With a three to one vote in favour, there was clear support for the Parish Council’s proposal and following discussion it was agreed that Hyde Housing should be authorised to move forward by producing plans to put before the planning authority. Copies of the survey to go to both Hyde Housing and John Lancaster, and an outline summary of responses received of those interested in taking advantage of Affordable Housing to be requested. Clerk to contact.

7. PARISH MATTERS

(a) Cllr Goodall noted that plans for publication of the Parish Plan were on schedule.

(b) There had been misuse of the container by drug users on land adjacent to the Recreation Ground which had caused concern and the owners of the land had been contacted to have it removed. They did not own it – it belonged to a man in jail – and they had been advised by solicitors it was not theirs to move. They awaited contact from a possible purchaser of the land and if the sale went ahead would advertise the future removal so as to remain within the law. Clerk to contact TVBC re possible planning application and also for advice on removal of container.

8. PLANNING MATTERS

(a) 1 Roman Road. Discussed under Rolling Action Plan.

(b) Waste Recycling facility. Proposed for siting north of A303, between Barton Stacey and Longparish, on site of present similar activity, but also to cater for agricultural waste (necessary from new legislation). . Following lively discussion, during which the meeting was adjourned for a short time(Proposed Cllr Glenister, Seconded Cllr Oliver) to take account of views of Longparish Parish Council, it was determined that particular consideration should be given to additional excessive traffic, affecting in particular the routes through the village, what changes were proposed to the present usage, possible future site growth and noise pollution. It was noted that comments were requested by 23rd October, and the Clerk was instructed to see if this could be extended to allow time for proper consideration. Plans were left with Cllr Glenister, to be circulated to those interested.

9. CHAIRMAN’S INITIATIVES

a) A letter had been received addressed to the Chairman, from Sandra Gidley MP regarding nuisance from low-flying aircraft. Clerk to forward copies of correspondence on this subject and note that in future monitoring would take place.

b) An invitation had been received from RAF to a presentation at Winchester Guildhall on 14th November.

There being no further business the meeting closed at 9.20 p.m.

The next parish Council meeting will be held on Tuesday 21st November 2006 commencing at 7.30 p.m.
