Minutes of a meeting of Barton Stacey Parish Council held on Tuesday 21st March 2006 at Barton Stacey Village Hall

Public Participation

None

1. APOLOGIES

Cllrs Dewey and Oliver.

2.APPROVAL OF MINUTES

Minutes of the meeting of 21st February 2006 were approved: Proposed Cllr Lovell, seconded Cllr Hebden and agreed.

3. ROLLING ACTION PLAN

Items were discussed as detailed.

4. FINANCE

The monthly financial report and statement of Income and Expenditure were presented to the Council and approved. Only receipts received £34,42 bank interest and added to the starting balance totalled £10,725.58. Cheques were required for HAPTC £204.00 (both subscription and affiliation fee), S Water £11.47, Test Valley Gardencare £270.00, and A Wilson , remuneration at £328.76, totalling £814.23. This left a balance of 9911.35 with an addition of 8.34 for additional interest paid, totalling £9919.69. It was noted that the cost of Street Lighting was outstanding for the year, and that taking that into account, a sum of around £9,000 should be carried forward to 2006/2007.

5. COUNCILLORS ISSUES

Cllr Sherwood: Noted that she had had reports that the Bottle Bank was being used by parents from out of area when they brought their children to school, creating additional useage. Situation to be monitored – are bins big enough, is site being cleared regularly? Clerk to enquire if there is a bottle bank in Sutton Scotney.

Cllr Glenister. He noted that a car, apparently abandoned but with current licence, was parked in car park. Police had been notified but were unconcerned. Cllr Glenister to place note on windscreen asking if it was being used and if no response in 2 weeks would pass details of car to clerk to approach DVLA re ownership.

He enquired if the results of the Traffic Survey measurements had been received. A letter to be sent to HCC

He also noted that there seems to be hold ups to the circulation of correspondence files. Future circulations to be signed with date received and date passed on.

Cllr Dewey: He had submitted a report that there were street lights which were alight day and night and one column which was obscured by foliage. Clerk to report.

6. ANNUAL PARISH MEETING 2nd MAY

The clerk confirmed the names of those to be invited to speak including Cllrs Woodhall and Neal, and representatives of the Police, the Cygnet Playgroup. Football Club and Village Hall Committee, Transport Liaison, Tuesday Club, Tree Warden, Village Charity, Parish Plan and Neighbourhood Watch. Cllr Hebden would purchase light refreshments to the value of £15 and Cllr Gibson would arrange for wine and soft drinks..

7. PAVILION AND RECREATION GROUND

(a) Future requirements would be considered on receipt of information being collated by Parish Plan Committee in due course. A meeting had been held with the Football Club to ascertain their requirements.

(b) It was noted that a hand basin would be installed by the Ball committee before the next event.

(c) Cllr Hebden’s son had offered to produce an architectural plan once final decision as to requirements had been made.

(d) It was clarified that the Football Club had paid for and erected the pavilion 1966-67 on Parish Council land, for general Parish use on the understanding that the Parish had responsibility for upkeep. The original pavilion was replaced in 1982 by a building donated by the MOD.

8. AFFORDABLE HOUSING

To date it had been notified that Cllrs Hebden, Dewey, Slaughter, Gibson, Goodall and Lovell would be attending the meeting arranged for 26th April. In order that they all have a grasp of the present situation, copies of correspondence to be circulated and John Lancaster approached for details on Hyde Housing, a background summary and information on previous rural affordable housing schemes undertaken.

Cllr Lovell to organise a meeting with Cllrs Goodall and Glenister to discuss the situation and prepare relevant questions to be asked. These to be presented at the next Parish Council meeting.

9. PARISH MATTERS

a) A brief summary of the content of a Village Design Statement had been copied and circulated to Parish Councillors and would be passed on to Mr Wreglesworth.

b) Due to being unwell, Cllr Sherwood would make a report on Youth Group in due course.

c) The Mayor’s letter on Queens Birthday to be passed to Cllr Dewey.

10. PLAYGROUND

a) Cllr Hebden reported that there was currently no mole activity in the babies play area, and that she had cleared away the molehills there. However the main play area was badly affected and she asked for assistance in clearing this area. Following discussion it was proposed by Cllr Lovell that the Parish Council employ a local person to remove all molehills to allow the future entrapment of moles. Seconded by Cllr Gibson and carried unanimously. Once arrangements made, the clerk to inform Cllr Hebden.

Cllr Goodall to study recent playground report noting and undertaking necessary repairs.

11. PLANNING

a) The 4 flats at 1 Roman Way had been approved by Plannin

b) The activity at 3 Roberts Road was an extension for which there was planning consent

c) Plans for a similar extension at 5 Roberts Road had been received, and it was understood planning for this had already been passed.

d) The proposed Street Lighting Replacement for Roberts Road area had been circulated.

12. CHAIRMAN’S INITIATIVES AND CORRESPONDENCE

a) Notices regarding littler campaign ‘Clean Up the Borough’ and collection of abandoned cars had been received and put on notice board in the village. Cllr Sherwood asked to put further copies at Roberts Road.

b) The Village Fun Run would be held on Sunday 2nd April 2006.

c) A documentary on Village Life was being filmed in the village Wednesday week, and would incorporate hand bell ringing and the Jazz Band.

There being no further business the meeting closed at 21.15 p.m.

The next Parish Council meeting would be held on Tuesday 18th April 2006 commencing at 7.30 p.m.
