Minutes of a meeting of the Barton Stacey Parish Council held on Thursday 6th May 2004 at Ridge Cottage, Barton Stacey

1. TERMS OF REFERENCE – VILLAGE HALL AND PAVILION COMMITTEE (VH&PC)

Acknowledging the work and the thought which had gone into preparation of the Draft Terms of Reference, the Chairman asked Cllr Hearn to take the meeting through the document point by point .

Cllr Hearn confirmed that the document had not been taken from either the 1946 constitution or that of 1973 which had never been adopted., but were an attempt to redefine on a clean sheet the role of the committee, in light of the necessity for them to operate under the same rules as the Parish Council .

Discussion resulted in the following changes:

A. Resolution

1. Add the word Parish prior to ‘meeting on 28th June…..’

2. Change the work ‘appoint’ to the word ‘establish’.

3. No change.

B.Terms of Reference

1. No change

2. Change the work ‘appointed’ to the word ‘elected’.

3. After.’….twelve members’ add in ‘plus three elected officers, all of whom shall be not less than 16 years of age. The quorum at any one meeting shall be four’. Delete’…of which the Parish Council shall appoint two’.

4. No change

5. Following the word ‘add’, insert ‘to or subtract from ’and delete the words ‘further’ and ‘to those’

6. No change

7. Amend the word ’annually’ to read ‘publicly’ and delete ‘Such meetings to be held in public’.

8. No change

9. No change

10. Delete the word ‘it’ before ‘chooses’ and replace with V.H. & P.C.’

11. No change

12. Delete the word ‘next’ and replace with ‘subsequent’.

An additional clause to be inserted to read ‘The purpose of the V.H. & P.C. shall be to manage, control and maintain the Village Hall and Pavilion.

Prior to the next Parish Council meeting on May 18th 2004, the amended document to be circulated to all councillors and copied to the Chairman of the Village Hall Management Committee who will, before the meeting commences, make his views known to the Council.

There being no further business the meeting closed at 20.15 p.m.

The Next Parish Council Meeting would be held Tuesday May 18th, 2004
