1 MINUTES.

The minutes of the last meeting were unanimously accepted as a true record and signed.

 

2 SYCAMORE TREE AT KINGS ELMS.

Cllr. Neal was not present therefore this matter was not discussed. Cllr. Neal was probably misled by the wrong date on the information sent by Clerk. Clerk apologises.

Investigate.  Chairman to be informed ASAP.

3 PLAYGROUND.

Chairman apologised to Cllr. Hearn for missing the site meeting at the playground. The latest inspection report was encouraging, but pointed out that the Springers are now showing signs of excessive movement and must be repaired. The cradle swing seat was not replaced, as it should have been. A working party would repaint the Multiplay and swing, plus re-grout if RSS can supply the materials. 

Council RESOLVED UNANIMOUSLY to accept the costs

Contact RSS re repair Springers, replace cradle seat, and supply of grass mats, paint and grout.

4 PAVILION REPAIRS.

Cllr. Gibson has contacted various firms to supply quotes for repairs as per the schedule of works. Estimated costs are approx. £5,000. Clerk to investigate grants.

5 TRAFFIC CALMING.

Still no date as to when work is likely to commence - Clerk reminded Council that we had missed our original slot whilst deliberating and agreed to check with the consultants if a start date had been allocated.

6 GRAVEYARD EXTENSION.

Chairman explained that she hoped the entrance would be tidied soon - dependent on grants. It is hoped to be handed to the Church in the Autumn when the Bishop will be here to bless it.

7 NOTICEBOARD, 1 THE GREEN.

A working party must be formed to get this moved - ASAP.

8 HIGHWAYS.

The new Area Surveyor has toured the village with Cllr. Green. He was horrified at the state of Church Hill and agreed that it must be rectified ASAP. Chairman appreciates the visit and the temporary dressing of the worst potholes, she hopes that the job will be completed before the winter.

 

 

9 CAR BOOT SALE.

Clerk has made Mrs McFarlane aware that they could only ask for voluntary donations for vehicles to enter the recreation ground.

10 PARISH COUNCIL VACANCY.

This matter is in hand. TVBC has been informed of the vacancy left by Cllr. Broadway leaving, the notices should go up any day now.

 

11 OVERGROWN VERGES.

Chairman had urged Test Valley to get these cut as quickly as they can. She had been informed that the next cut was due to begin soon.

12 HAMPSHIRE VILLAGE OF THE YEAR.

Chairman reported that we had not been selected to go forward to the next round of this pilot project. However, we have gone forward in the Information Technology section.

13 MOD AREAS.

There is still a lot of concern at the overgrown grass and vegetation on land owned by MoD. The main concern is the area of the goal posts behind the school. Other areas are the tennis court field, behind East Road, near School path in West Road and the wooded area at the bottom of Roberts Road.

14 RECREATION GROUND.

The contractor has sprayed the area with weed killer. Cllr. Gibson presented cheque from Football Club to the value of £170, their contribution to the cost. .

15 PLANNING.

 

- Update

Manor Farm, Newton Stacey.

Chairman has written to TVBC expressing the views of the Council.

 

 

- New Applications

Sunnydene.

This was an amendment to the earlier application

3 Newlands.

Two storey side and single storey front extension.

12 Kings Elms.

Erection of detached single garage and formation of new access.

1 Bransbury Cottages.

Erection of detached garage/garden store/garden room.

Council has no objections to any of the above.

Chairman noted that permission for Owls Lodge Farm to construct new landforms has been refused.

Clerk urged Council to consider setting a 5 year capital spending plan.

17 CHAIRMAN'S INITIATIVES.

- NALC - Draft Strategy Plan

Council should get a copy.

Executive Meeting - 19.07.02 - Clerk and Cllr. Lovell to attend.  Meeting of Full Council - 29.07.02 - Chairman and Cllr. Lovell to attend.

- CanGo Bus Service.

This new service is on trial - Cllrs. are to urge parishioners to write direct with any comments or complaints.

 

18 COUNCILLORS ISSUES.

- Cllr. Mrs Prideaux

Reported a complaint re. the concrete coping edging the C87, where the road narrows near Wheat Cottage. This appears to be wrecking a lot of tyres when cars are forced against it by oncoming traffic in the middle of the road. All agreed this is a problem but the kerb is necessary to prevent the bank spilling into the road.

Asked when the graveyard extension would be handed over to the Church. See Minute 6. Mrs Barbara Evans' daughter has asked if the plaque in memory of her father could be arranged for the same time. Chairman thought this should be possible.

 

- Cllr. Gibson

Brought the latest directive re. Sale of Intoxicating Liquor to the Council's attention. This now states that raffles and tombolas should not include liquor without a licence. Opinion is that this is over zealous.
Mr Woods has asked permission to hold the Village Fireworks party on the Recreation Ground on Nov. 5th. Permission granted. 

 

- Cllr. Sherwood

Voiced concern over the amount of Ragwort around - particularly near the A303 junctions.

Contact HCC, Highways and Mott MacDonald, ask to clear Ragwort.

- Cllr. Green

Reported that someone (MoD?) has blocked the entrances to the woods at the bottom of Roberts Road, restricting access.

Ask MoD about woods.

There being no other business the meeting closed at 8.50pm.

The next meeting is to be held on Tuesday 17 September 2002 at 7.30pm in the Village Hall.
