1 PUBLIC PARTICIPATION.

No members of the public present.

Cllr. Gibson duly presented photos that he was requested to take as a result of public participation at March meeting. These to be held by Clerk as record of where 'bulb infill' is necessary in the autumn.

2 MINUTES.

The minutes of the last meeting were unanimously accepted as a true record and signed.

 

3 FACTORY TRAFFIC.

Chairman is looking into the signs available.

4 DITCHES.

Mr Gilmour has all details and assures Clerk that the matter is in hand.

 

5 PLAYGROUND.

Clerk relayed prices quoted for repairs to equipment and grass mats. 

Council were extremely unhappy at high costs quoted. Cllr. Neal agreed to contact TVBC re. any help towards repairs.

6 UNSAFE TREE AT KINGS ELMS.

Cllr. Green reported that he'd spoken to Mr Dewey who did not consider the tree to be dangerous.

7 ACCESS - KINGS ELMS.

Mr Marquis, Testway Housing Association has written to Council confirming that there is no reason why the tenant should not fence his garden, the path is not a public right of way. Email from tenant stated that he needed the fence to ensure privacy and the safety of his young daughter.

8 PAVILION REPAIRS.

Cllr. Gibson is still awaiting Mr Sykes schedule of works.

9 GOLDEN JUBILEE CELEBRATIONS.

A committee has formed, chaired by Shane Hearn. It is a fair representation of most of the groups and plans are now underway for a Village Party on June 3rd.

 

10 VACANCIES.

TVBC Elections Office have been informed that there are 3 vacancies on the Council and the relevant notices have been posted on the noticeboards. To date no one had asked for an election.

 

11 GRAVEYARD EXTENSION.

The site has been levelled, sprayed and drilled. Clerk explained that the Council were too late to order bare rooted hedge plants (the cheapest option) as the planting season has ended. She has found a company prepared to supply 400 container grown, 2-3ft mixed native hedging at a competitive price. This will inevitably prove more expensive than the original option but is still good value. It is imperative that an order is placed without any further delay or we will have to wait till the autumn thus delaying the project again. Clerk has approached TVBC with regard to a retrospective grant to cover hedging and grass seed and was informed that this was not possible. Cllr. Neal agreed to check this decision.

Council RESOLVED UNANIMOUSLY to accept the costs as follow: 

400 mixed hedging plants(+postage) 624.95
Wildflower meadow seed mix  145.62
Sand ( to mix with seed for sowing) 2.80
  773.37

12 TRAFFIC CALMING.

Clerk confirmed that if Council were to take advantage of the entire traffic calming proposal at a total cost of £3,870, HCC would match fund half the amount. This would make the Parish contribution £1,935. Unfortunately Mr Ben Hubbard was not at the meeting as arranged in order to answer any queries about the proposal.


Council RESOLVED UNANIMOUSLY to accept the costs of the full proposal and all the works indicated in the report. The figure quoted is subject to minor adjustment as it is an outline cost.

13 MODEL CODE OF CONDUCT.

Council RESOLVED UNANIMOUSLY to adopt the Model Code of Conduct in the form of the statutory instrument with effect from 16th April 2002. All Councillors present completed all necessary forms and declarations.

Ask for Press notice to be included in TVBC block announcement.

14 FINANCIAL REPORT.

- Accounts for payment:

- Audit 00/01:

Clerk reported that she is in receipt of the auditors certificate in respect of above. All due notices have been posted.

 

- Audit 99/00:

Clerk presented the letter from District Audit explaining the high fee for this audit-the extra costs relate to technical and legal queries regarding Playground account. Council RESOLVED to accept the cost and Clerk is instructed to forward the cheque signed at the last meeting.

15 PLANNING.

- New Applications

Cocum Cottages.  

Garage/Store - No objections.

Brinks Cottage, Newton Stacey.  

Pond - No objections.

Owls Lodge Farm, Longparish.  

Shooting range - No objections.

Council has received a tree preservation order for Chestnut at Chalk Dell

16 NOTICEBOARD, 1 THE GREEN.

Mr Connor, 1 The Green, has asked the Council to arrange for the notice board which is on his property to be removed as soon as possible.


Re-siting the board elsewhere in the Roberts Rd area was discussed and Clerk is to approach MoD with a view to placing it on The Green.

15 CHAIRMAN'S INITIATIVES.

- AWARD.

Age Concern will award Cllr. Green with the Golden Jubilee Platinum Award for volunteers who have completed 10 years serving older persons. It is to be presented by Sir George Young on 31.05.02. Many congratulations to Cllr. Green on his richly deserved award.

- PLANNING BRIEFS.

The 'Test Valley Beyond 2000' planning briefs have been approved and accepted into the Hampshire County Structure Plan, subject to minor amendments. The new draft plan is due out in July 2002.

- SCHOOL PATH.

Clerk explained that our claim is 8th on the list. The new definitive map is 2/3rds complete and HCC hope to finish it some time next year. Another member of staff has been recruited to clear the backlog of claims but we are still no further forward.

16 COUNCILLORS ISSUES.

 

- Cllr. Gibson 

Street lights remaining on during the day. Clerk has been assured that the lights will be corrected within next 5 days.

 

Sign posts. The post at the bottom of Moonlight - Bransbury end - has fallen over, so has the post at the top of the Drove, past the reservoir at the turning to Bullington Farm. The posts have rotted away. Clerk.

Chase HCC re. School Path.

The Drove road markings still have not been replaced and the markings on the slip road from the eastbound carriageway of the A303 are almost non-existent.

The Church Road surface is appalling, the potholes are unacceptable.

- Cllr. Green re. AGM. VIt was agreed that the Annual Meeting should be held in May

 

There being no other business the meeting closed at 9.00pm.

The next meeting is to be held on Tuesday 21 May 2002 at 7.30pm in the Village Hall.
