1 PUBLIC PARTICIPATION.

Mrs J Lovell

Mrs Lovell wished to say, on behalf of Mr Ashbolt, how lovely the daffodils were looking now. He has offered to run a similar exercise in the autumn with any donated bulbs used to 'reinforce the gaps'. Chairman agreed and asked Cllr. Gibson to take photos thus enabling the gaps to be identified later. She proposed a vote of thanks to Ian and his band of volunteers, Cllr. Lovell seconded.

2 MINUTES.

The minutes of the last meeting were unanimously accepted as a true record and signed.

 

3 FACTORY TRAFFIC.

Chairman discussed the problem with Mr Golding and they have agreed to place 'No Parking of Heavy Goods Vehicle' signs at Gravel Lane and wherever else necessary. 

Cllr. Green mentioned that the metal posts in Gravel Lane are leaning again. Chairman will take a look.

4 DITCHES.

Clerk has written to Mr Gilmour. No reply as yet, he's on leave until 25th march. Clerk has sent hastening email.

5 PLAYGROUND.

Dennis Johnson, RSS., considers the rust is reasonable for a piece of equipment that is obviously well used, the paint gets scuffed by shoes and it makes sense to repair in the early stages rather than wait until it's a large (and expensive) job. 

The worn areas beneath the springers etc. need to be filled with turf, then covered with the grass mats

6 MAYOR'S VISIT.

Clerk still to meet with school to arrange a suitable date.

7 TREE AT KINGS ELMS.

It is not within the remit of the Arboricultural Officer to check the safety of this sycamore tree. His office advised that we consult an independent tree surgeon. Cllr. Green will seek advice from Dennis Dewey.

8 ACCESS - KINGS ELMS.

Clerk reported that Mr Marquess, Testway Housing Association, has promised to visit the site this week. He will check whether the paperwork relating to the sale of No22 yields any helpful information, and whether the tenant sought permission to erect the fence.

9 PAVILION REPAIRS.

Cllr. Gibson reported that Mr Sykes is to produce a schedule of works to enable estimates to be prepared.

10 GOLDEN JUBILEE CELEBRATIONS.

The initial meeting agreed that a Flower Festival, Childrens Art Exhibition, and Church service should take place over the Jubilee weekend, as well as the Village Party. Mr Strickland felt unable to Chair the committee. Volunteers representing various groups had come forward. Chairman would like another meeting by the end of the week at which a Chair could be elected

11 SKATEBOARD RAMPS.

The two parishes approached did not own ramps and could not help. Chairman asked whether this matter could be held in abeyance for the time being, Council agreed.

12 MODEL CODE OF CONDUCT.

Chairman informed Council that some members attended the recent meetings re. adoption of the Code. Although initially horrified at the idea of signing both the Code and a Declaration of Financial Interest, feeling one was unnecessary and the other intrusive, she now felt clearer. 

The Declaration forms were explained, and members informed that these would be a matter of public record. The implications of not signing were discussed.

Cllr. Prideaux proposed that we adopt the Code at the April meeting, this was carried by a majority, one abstention.

 

13 FINANCE.

- Accounts for payment:

- Grass cutting:

Cllr. Gibson reported that Mr Walker had made an excellent job of the first cut of the Recreation Ground. A letter of thanks to accompany the cheque.

- Street Lighting Maintenance:

HCC has now awarded the next maintenance contract and has forwarded an estimate for the first year's charges. This estimate seemed very high, Clerk explained that this was a worst scene scenario - based on all units needing extensive maintenance. The actual unit costs are favourable.

The Council agreed to accept the new arrangements.

14 PLANNING.

- New Applications

1 The Swan Inn.  

Fell 1 Ash Tree. Roots damaging wall, tree unsafe - could topple into car park.

2 Chalkdell.  

a. Temporary siting of mobile home during building works.

b. Erection of two storey extension.

3 Land adjacent to Sunnydene (C87).  

Erection of 4 bed detached house with integral garage

4 Cocum Farm House.  

Erection of grain silo.

 

 

NO OBJECTIONS to any of the above applications

TVBC Executive Planning Meeting.  

Chairman decided there was no gainshare in asking Pat West about comments made by villagers attending the meeting. The decision that Parish Councils were to be instrumental in forming the new rural planning strategy was welcomed.

15 CHAIRMAN'S INITIATIVES.

- Elections.

Chairman explained there was not to be an election this year, it is in May 2003.

- Resignations.

Chairman announced that, regretfully, she has received letters of resignation from Cllrs. Dewey, McFarlane and Tucker. Cllrs. Dewey and Tucker resigned with immediate effect, Cllr. McFarlane will attend the April meeting before standing down. All had very genuine reasons.

Chairman expressed her gratitude to all 3 Cllrs. for their commitment, contribution and support and stressed that she fully understood their reasons for resigning and accepted with great regret.

Inform TVBC of vacancies

- Graveyard Extension.

Chairman reports that the site is to be sprayed and levelled within the next week. A working party is needed to plant the hedge - approx. 400 shrubs needed. Rabbit proof fencing will then be placed inside the hedge line and a wildflower meadow mix will be sown.

- Traffic Calming Plan.

The proposal from the Consultants was scrutinised and found to be extremely good. The Council would like a representative to come and talk through the plans. The cost for the entire plan was way above the £2000 pledged (£1000 from PC, matched by HCC), but the Council were unanimous that the entire works should be considered rather than a 'piecemeal' effort.

Check HCC will agree to match any further monies pledged by PC.

16 COUNCILLORS ISSUES.

 

- Cllr. Mrs Prideaux re. new building at Dever Springs. This is to be a Clubhouse, apparently Planning Permission was granted.

 

- Cllr. Mrs Prideaux re. erection of large 'construction' at the rear of Stone Roses, Gravel Lane. This takes the form of a 'pergola' and does not need Planning Permission.

 

- Cllr. Lovell re. Housing Needs Survey. A new manager is due in post early April, and she has Clerk's details, she will come to advise the Council bringing the relevant forms.

 

- Cllr. Lovell re. re. Adoption of the School footpath. It was agreed that as we had not heard from HCC on this matter we should chase it up.

- Cllr. Lovell re. Model Code of Conduct. Voiced concern that we had gone against the advice of the Monitoring Officer in resolving to adopt at the next meeting. Clerk explained that this was slightly different.

 

- Cllr. Green re. AGM. VIt was agreed that the Annual Meeting should be held in May

 

There being no other business the meeting closed at 9.55pm.

The next meeting is to be held on Tuesday 16 April 2002 at 7.30pm in the Village Hall.
