1 PUBLIC PARTICIPATION.

Mr M Strickland

Mr Strickland, landlord of the Swan Inn, asked whether any decisions had been made as to how Barton Stacey would be celebrating the Jubilee. When told that the general idea was to have a village party on the recreation ground he kindly offered his assistance and wished to take an active part on any committee organising the event. 

The Chairman thanked him and agreed that his experience would be very useful, she went on to say that the Jubilee was on the Agenda for the evening and would be discussed later.

MINUTE. ACTIONS ARISING.

2 MINUTES.

The minutes of the last meeting were unanimously accepted as a true record and signed.

 

3 FACTORY TRAFFIC.

Peter Golding has agreed to meet the Chairman on Thursday 21st February to discuss the problem.

4 FOOTBALL NETS.

New nets have been installed at the Roberts Road pitch - at a price considerably lower than expected.

The Chairman thanked Cllr. Gibson for purchasing the nets.

5 DITCHES.

The Clerk reported that she had been unable contact Mr Brant.

The Council agreed that Mr Terry Gilmour, TVBC, should now be involved, and we should ask him to contact Mr Brant and send a gentle reminder to Mr Talbot.

6 PLAYGROUND.

The inspection report had not revealed any major problems, just a few minor points.

The 'multiplay' has some rust which may need attention. The Council would like to know whether it is reasonable to expect rust at this stage? 

RSS suggest installing grass mats beneath the 3 bouncers and one between the posts under the rope trailblazer.

Airclo closure No.2 needs to be replaced

7 MILLENNIUM BOOK.

Cllr Prideaux produced the laminated copies and the Clerk will bind them. Once this is completed the finished copy will be placed in the Church.

8 MAYOR'S VISIT.

The Mayor's office have written to say that he would be delighted to visit Barton Stacey. The Clerk has some suitable dates and will liaise with the School.

9 FLY TIPPING.

The Environmental Health Department has assessed the problem at Moonlight and decided that the rubble will be used to infill some of the potholes and ruts.

The huge amount of refuse dumped along 'the Beeches' has now been removed following complaints from the Parish Council.

10 TREE AT KINGS ELMS.

No news from the Arboriculture Officer ,TVBC re. assessing the tree's safety.

11 ACCESS - KINGS ELMS.

The Chairman has viewed the fence. She asked whether there had been any complaint from new owner of No.22, there has not. Cllr. Green argued that it is wrong to take away a public right of access. The Council agreed that HCC - footpaths, and Testway should be contacted for advice.

12 HIGHWAY MATTERS.

The new playground sign will be raised to a safer height.

The 'KEEP CLEAR' signs outside the village hall are not successful all of the time, but do seem to have helped the situation.

Mr Perren advised that the white, priority lines at Kings Elms will be reinstated in the near future.

13 PAVILION REPAIRS.

Cllr. Gibson asked Mr Compton to prepare an estimate but he had stated that to get a true and accurate estimate a certain amount of timber would have to be removed. It was agreed that Cllr. Gibson would arrange for the 3 contractors to meet at the Pavilion together.

Cllr. Neal stated that he had contacted the Grants Officer who is now aware that we will be contacting him once we have the 3 estimates.

14 GOLDEN JUBILEE CELEBRATIONS.

The Council agreed that a general theme could be a Party/Funday/Barndance?, at the Recreation Ground on the 2nd June 2002. 

It should be organised by a committee, possibly headed by Martin Strickland.

A meeting was organised for Thursday 21 Feb at the Swan Inn at 7pm.

 

15 SKATEBOARD RAMPS.

The Clerk is to contact other parishes that have already installed ramps and ask about siting, safety, insurance etc. 

The Council are concerned about the safety implications and cost of erecting a ramp, and there are also questions as to the need for one.

16 FINANCE.

- Accounts for payment:

District Audit(99/00) £636.62

TVBC(dog bin emptying) £107.16

The electricity bill is higher than usual as the reading has previously been estimated.

The Council were concerned at the high cost of the 99/00 Audit. They resolved not to pay this account until they had spoken to HAPTC and TVATPC.

It was UNANIMOUSLY RESOLVED to approve all payments except District Audit.

- Grass cutting:

The Council discussed the estimates for the grass cutting - Serco, Test Valley Gardencare and Mr Shearn.

The contract is to be split, Mr Walker to cut the recreation ground/playground and Mr Shearn will continue to cut around the footpaths.

16 PLANNING.

- New Applications

1 Cocum Cottages, C87, Barton Stacey.  

Plans for two storey side/rear extensions. This is a normal residential application and not in any way tied to the farm.

The Council has no objections.

Notify TVBC - no objection.

 

TVBC Executive Planning Meeting. This meeting, concerning the plans for development in Barton Stacey(and the rest of Test Valley), was not attended by any member of the Parish Council because the Planning dept. had appraised the Clerk of the implications for Barton Stacey in a telecon prior to the date of the meeting. She had subsequently informed the Chairman. 

Reports of statements made by villagers attending will be checked - Cllr.Pat West is to be consulted for an accurate account of facts.

17 CHAIRMAN'S INITIATIVES.

- Model Code of Conduct.

This is to be an agenda item for the March meeting - the Chairman, Vice and Clerk will attend the meeting on 12th March and report back.

 

- Signposts.

A letter proposing to erect new signposts at Kings Elms and The Street was received. These were generally thought to be a good idea, but recommend new signs at various other locations ie. Roberts Road, West Road, East Road, Roman Way, The Green and Newlands.

18 COUNCILLORS ISSUES.

- Cllr. Mrs Prideaux has been asked to find out what the new building at Dever Springs is going to be.

Investigate and report back.

There being no other business the meeting closed at 9.45pm.

The next meeting is to be held on Tuesday 19 March  2002 at 7.30pm in the Village Hall.
